Rowan will upgrade your Pokedex for free, and you can now encounter non-Sinnoh Pokemon in the Grand Underground, which will unlock the chance to catch every starter Pokemon of the first four generations.
Once you've obtained the National Dex, all three starter Pokemon can be found in the Grand Underground in different hideaways.
Getting All Starters In-Game Without Trading
Once you have the National Dex, when you go to appropriate Grand Underground zones, you have a small chance of running into one of the starter Pokemon.
In order to unlock access to all the starter Pokémon in Pokémon BDSP, players will need to have access to the Grand Underground. This is a location where players can hunt for materials and play with friends. To unlock access to this area, players will need to speak with the Underground Man in Eterna City.
Bulbasaur can be found in the following hideaways of the Grand Underground: Bogsunk Cavern. Swampy Cave. Still-Water Cavern.
